Massachusetts Department of Public Utilities (DPU): Proceedings
The DPU (formerly the "DTE") provides a great deal of current and historical information on the DPU’s proceedings on distributed generation, including comments and other filings by all the stakeholders involved in each docket. There are two ways to access these files: the general DPU Search Page and the Enhanced Fileroom, where you can enter a docket number such as the following:
"07-50" for the DPU's generic investigation into demand resources,
"98-84" (or 01-65 through 01-68) for distribution planning policies and filings,
"06-101" for docket on Dynamic Pricing,
etc.

DG Collaborative's 2006 Report filed with DTE on June 30
December 27, 2005 -- DTE Order 02-38-C -- approved a "Revised Model Interconnection Standard Tariff" with the changes to the Interconnection process proposed in the DG Collaborative's May 2005 Report, except for the indemnification language oppposed by DCAM. With respect to the Role of DG in distribution company planning, the Order stated that: "The Department anticipates that the ongoing activities of the DG Collaborative will continue to result in informative and constructive recommendations on this complex set of issues." (page 12) Hard copies have been mailed by the DTE to its service list, and a pdf file will be posted here as soon as available.

May 31, 2005 -- 2005 Annual Report submitted to the DTE by the DG Collaborative.
February 24, 2004 -- Order 02-38-B (PDF) -- approved the uniform standards for DG interconnection that had been proposed by the DG Collaborative and extended the role of the Collaborative through 2006. (A word version of this attachment is also available; however, the PDF version should be recognized as the formal document.)
May 15, 2003 -- Model Interconnection Tariff (and contract) submitted to DTE by DG Collaborative.
March 3, 2003 -- the DG Collaborative's 2003 Report to the DTE.
October 3, 2002 -- DTE Order Establishing a Distributed Generation Collaborative -- this Order defines the Collaborative's role with respect to interconnection.
June 13, 2002 -- DTE Order Opening Investigation into Distributed Generation -- this Order defines the scope of docket 02-38, prior to the establishment of the DG Collaborative.
DTE 98-84 and Other Dockets Related to Distribution Planning
DTE Order 98-84: Alternative Process for Distribution Planning
Referenced in Order 02-38-B, this Order sets out a new process for distribution planning and reporting to the Department, requiring utilities to file an annual planning report focused on the management of their distribution systems and an annual listing of all transmission projects to be built within their service territories.

M.G.L. 193 (1G)(g) Distributed Generation Reporting
As required by Section 193 (1G)(g) of the 1997 Electric Restructuring Act, each of the four investor-owned utilities serving Massachusetts must provide annual reports to the DTE on the status of distributed generation interconnections in their service areas.

DTE 03-121: January 16, 2004 -- NSTAR, serving Greater Boston and Cape Cod, submitted a proposed standby tariff for interconnected generation facilities in DTE 03-121:
- June 7, 2004 -- a Settlement was filed by NSTAR and 8 other parties -- see Joint Motion and accompanying tariff sheets.
- July 23, 2004 -- DTE Order accepting the settlement.
- July 29, 2004 -- Compliance filing by NSTAR with actual standby rate tariffs for each rate class -- for example Rate SB-G3 for large customers in Boston Edison territory. (For additional rate classes, enter "03-121" at the DTE Fileroom and look for filings dated July 29, 2004.)
