Feasibility Study and Design & Construction Grant

OVERVIEW

The Commercial, Industrial, & Institutional Initiative (CI3) offered $6,000,000 of grants to expand the use of distributed renewable energy generation at commercial, industrial and institutional facilities in Massachusetts.   CI3 included two main activity areas:

  • Feasibility Study Grants
  • Design & Construction Grants
Eligible projects must employed renewable energy technologies with a capacity greater than 10kw (25kw for wind). Also at least half of the renewable power produced had to be used onsite.

The objective of the CI3 was to investigate and demonstrate the application of renewable energy technologies that are appropriate for the commercial, industrial, and institutional market sectors.  MTC sought to focus this initiative on where and how these large energy users could use renewable energy to generate electricity on-site where it has the greatest value as an offset to power purchases and/or relief of grid congestion.
 
The grant opportunities were offered through a series of six competitive rounds over a three year period with two competitive rounds offered during each calendar year.  Applicants submitted proposals for either a Feasibility Study Grant or a Design & Construction Grant depending on the stage of development of their project.

Feasibility grants were available up to a maximum of $40,000 and required an applicant cost-share of at least 20% or $5,000, whichever is less.
 
Design & Construction grant amounts were calculated on an incentive-per-watt of renewable energy capacity basis.  The matrix of incentives is shown below.  The allocation of the award between the design and construction phases was determined by the applicant but the design phase award could not exceed 25% of the entire award amount.  The Design phase award could not exceed $150,000 or 50% of the actual incremental design costs.  The Construction phase award did not exceed $500,000 or 50% of the actual incremental construction costs.
