Competitive Solicitations

Solicitations fall under either competitive or unsolicited categories. While the Trust accepts unsolicited proposals, it emphasizes and encourages the use of competitive solicitations for businesses interested in doing business with the Trust.

Notices of competitive solicitations are posted on the Trust web site as well as the Massachusetts Procurement Access and Solicitation System. Competitive solicitations are open to all qualified entities. Once submitted, proposals undergo various levels of review, which culminates in a final review by the MTC Board of Directors. A decision is rendered depending on the scope of the work and whether or not it meets the needs of the Trust as outlined in its strategic plan.

Guidelines for Submittal of Unsolicited Proposals

 
 
Unsolicited proposals submitted to the Trust must adhere to the Guidelines for Submittal of Unsolicited Proposals. In addition, the proposal should contain a high-quality work product that results in a cost-effective solution to the energy problem being addressed.

The Trust reserves the right to request that any unsolicited proposal be re-submitted should an appropriate competitive solicitation period be forthcoming.
