Overview of MA DG Collaborative Work to Date
MTC's Renewable Energy Trust coordinates and funds the Massachusetts DG Collaborative, subject to the direction of the Massachusetts DTE and on behalf of the stakeholder participants, including Distribution Companies, customers, DG providers and environmental and public interests.
The Distributed Generation Collaborative was established by an Order on October 3, 2002 by the Massachusetts Department of Telecommunications and Energy (DTE) in order to recommend uniform standards for interconnecting DG to the electric grid. MTC engaged Raab Associates for facilitation and mediation and Navigant Consulting for technical support. The DG Collaborative submitted proposed standards in its March 3, 2003 Report to the DTE, followed by a draft interconnection tariff and contract in May 2003.
The DTE reviewed these standards, and in February 2004 released the final Uniform Interconnection Standards, which were adopted by each of the state’s four utilities as of April 2004 (see Interconnection Tariffs page).
The order releasing these standards (Order 02-38-B) also requested that the Collaborative reconvene to review the performance of these standards over a two-year period. This Order and other regulatory guidance was summarized in a presention to the Collaborative by Bob Harrold of the DTE at the September 8, 2004 Plenary meeting. The Collaborative was tasked with addressing the following issues:
- Tracking and analysis of the uniform standards,
- Network (secondary and area) interconnection,
- The role of DG in distribution planning.
The DG Collaborative held monthly meetings from June 2004 through June 2006 and engaged Resolve, Inc. and Navigant Consulting to provide facilitation and technical support. Reports were filed with the DPU (formerly DTE) in May 2005, June 2006 and December 2006, and are available at the link below.
