Predevelopment Financing Initiative (Closed)

OVERVIEW
The Clean Energy Pre-Development Financing Initiative offers funding in the form of grants and loans in an effort to support the development of grid-connected Generating Facilities in New England that employ renewable energy technologies.

As of 2009, the Renewable Energy Trust will support large-scale projects through resource-specific initiatives, such as Commonwealth Wind, Commonwealth Hydro, and the Sustainable Bioenergy (biomass) Initiative. These new initiatives will be rolled out throughout 2009.  Please continue to check our website for updates.  

Under this Solicitation, grant funding is available to public instrumentalities for feasibility studies. Unsecured loans for pre-development activities are available to eligible applicants awarded funding. Feasibility study funding is limited to $50,000 per project. Pre-development funding is limited to $250,000 for wind and biomass projects and $150,000 for all other projects. A minimum cost-share of 25% is required for all projects.

The minimum project size by technology that this solicitation intends to support is:

  • 3,000 kilowatts (kW) for wind and biomass energy projects
  • 250 kW for landfill gas, digester gas, and hydroelectric projects
