Small Hydropower Initiative

WHOLESALE GENERATION SOLICITATION

The Wholesale Generation solicitation is now closed, but is tentatively scheduled for reissue in May 2008, with applications due in September 2008. Please check back for an update.

OVERVIEW

The Massachusetts Technology Collaborative (MTC), as administrator of the Renewable Energy Trust Fund, seeks to improve the efficiency and ecological acceptability of the region’s portfolio of small wholesale hydropower assets.  Through this solicitation, MTC invites applications for construction grants and loans, as well as for pre-paid contracts for Renewable Energy Certificates (RECs) associated with incremental hydropower, for projects that upgrade, rehabilitate, develop, or redevelop eligible facilities with nameplate capacity between 100 kW and 30 MW.  Projects must be located within the control area of the Independent System Operator–New England (ISO-NE) and sell all energy generated into that control area; onsite loads may not consume more than 25% of the energy generated.  All projects must result in an increase in energy generation; projects also resulting in benefits to riverine ecology are preferred.  This solicitation does not support feasibility studies.

Grants and pre-paid REC contracts are limited to $750,000 per project; loans are limited to $1,000,000 per project.  A minimum applicant cost-share of 25% is required for all projects.
