Request for Proposal for Legal Services

In light of the number of responses to the RFP for General Legal Services and the general level of hourly rates charges submitted by the Respondents, MTC is re-opening the RFP for (1) additional submission of responses from individuals or firms who were unable to make the prior March 9 deadline, and (2) individuals and firms who have already submitted responses as of the March 9 deadline in order to consider re-submission of the rates summary only to reflect any additional discounts (beyond what has already been submitted) on hourly rates that may be offered to MTC as a public instrumentality of the Commonwealth. Re-submission of the hourly rates summary is not required for consideration, but is strongly encouraged.

MTC has issued this Request for Proposals (No. 2010-GA-03) in order to promote a more open and competitive bidding process fro the full range of general legal services that MTC may prospectively require from time to time. By structuring this process in the form of a RFP, Respondents will be competing against each other for selection by MTC to provide it with legal services in one or more of the categories described in Section 2. As a general rule that may be subject to exceptions in the sole exercise of MTC’s discretion, MTC has determined that only legal service providers selected under this RFP shall be eligible for the award of prospective work orders for general legal services with MTC commencing on or after July 1, 2010.

Respondents to the RFP who are currently (or who anticipate that they prospectively may be) providing services to MTC grantees are advised to review MTC’s procurement conflicts policy (located at www.masstech.org/agencyoverview/procurement.htm). As part of its response, Respondent must affirmatively indicate whether it has contracts for services funded in part or in whole by MTC grants.
