POSITION: Project Manager, Health Information Exchange
The Massachusetts e-Health Institute is a division of the Massachusetts Technology Collaborative, a quasi-public organization that has been designated as the single State-wide entity responsible for the coordination and the dissemination on a State-wide basis of electronic health records (“EHR”) in all provider settings networked through an interoperable heath information exchanges (“HIE”) Because of the unified structure created by Chapter 305, with enactment of the American Recovery and Reinvestment Act in February 2009, and its HITECH Act provisions, MTC, acting through MeHI, was designated by the Governor as the applicable State agency to receive funding under the State Health Information Exchange Cooperative Agreement Program and by the Medicaid Director to serve, if approved by the Office of the National Coordinator, as the single Regional Extension Center (“REC”) for the entire Commonwealth.
Massachusetts has taken a national leadership role in seeking to achieve universal health insurance coverage for its residents. It has also been a leader in the development of health information technology (“HIT “), including the dissemination of electronic health records (“EHR”) and health information exchanges (HIE”). The Massachusetts e-Health Institute has an exciting new opportunity for a Project Manager.
The Project Manager will be responsible for completing a process which results in achieving robust and sustainable HIT service for providers and citizens in the Commonwealth of Massachusetts. This will include a full range of programmatic, technical and administrative processes that support discovery, procurement, planning, contracting, oversight and evaluation. The Project Manager will work closely with the practices, the Implementation and Optimization Organizations (IOOs), the vendors and MeHI staff and consultants.
RESPONSIBILITIES:
A successful candidate will perform the following responsibilities:
- Manage the HIE planning and implementation projects. Maintain all appropriate project deliverables and responsibilities, for example, project scheduling, risk management, change management, issue management and status reporting.
- Assist in the creation, management and documentation processes for the review and evaluation of proposals. Participate in these review processes with an emphasis on testing the technical and business claims made in each proposal. When necessary utilize 3rd party expertise so as to aid in the assessment and evaluation of proposals.
- In conjunction with the Program Director, supervise the Implementation and Optimization Organizations (IOOs) and vendor relationships to ensure success of technology implementations.
- Monitor HIE project implementations for accuracy and timeliness to ensure the focus on successfully achieving the project goals including compliance with grant reporting requirements for the Office of the National Coordinator (ONC).
- Oversee all aspects of execution, including identifying and solving problems that would otherwise delay the provision of new HIE services. The Project Manager will ultimately be responsible for the assuring the projects are on-budget and on-time and delivered with the expected value to the practices and stakeholders.
- Assist Program Director, MeHI Director and other participants with project management of HIE efforts including budgeting, planning, organization and community relations.
- Assist with the management of relevant Ad Hoc Workgroups.
QUALIFICATIONS:
Our candidate of choice will have a Bachelors degree from an accredited college or university in business or public administration, economics, heath care or related field. You will have more than five years of progressive work experience and a proven track record in the implementation and management of information technology projects. To qualify, you should have a strong background with the healthcare industry working with Health Information Exchange operations and architecture.
You should have a strong familiarity with the Commonwealth of Massachusetts healthcare environment and HIE services and products. Your ability to listen to stakeholders, understand complex issues, recognize decision points, and design and deliver creative solutions coupled with your ability to partner with a wide variety of constituencies across industries and political lines will be critical to your success. You will need strong interpersonal skills, as well as strong verbal and written communication and presentation skills. Your demonstrated experience in managing multiple projects effectively while facilitating group success will be critical to the project manager role. Your computer proficiency and knowledge of interpreting financial information will be essential to accomplish your day-to-day task successfully.
