The Commonwealth of Massachusetts is world renown for its health care and the institutions that support high quality care while fostering innovation. Massachusetts is also known for its leadership in technology and for innovation in the life sciences. Massachusetts has long been a leader in public health and boasts one of the healthiest populations nationally. In 2006 the Commonwealth passed an historic health care reform bill that has provided 98.1% of Massachusetts residents with health insurance, making the state number one in the country in terms of coverage. The strategic advancement of Health Information Technology in Massachusetts can help to strengthen the Commonwealth’s commitment to access to health care, high quality care, and improved population health while also advancing an agenda of innovation to grow the economy and create jobs in the exciting and rapidly changing field of Health Information Technology (HIT).
The Massachusetts Technology Collaborative is in a unique position to further this vision as a quasi public entity dedicated to the advancement of technology and with particular efforts related to the deployment of electronic health records (EHRs) and the creation of a Health information Exchange. Chapter 305 of the Acts of 2008 established the Massachusetts e-Health Institute (MeHI) as a Division of the Massachusetts Technology Collaborative. The Health Information Technology for Economic and Clinical Health (HITECH) provisions in the Federal Law the “ American Recovery and Reinvestment Act of 2009” which supports the state’s goal to advance EHRs. The Massachusetts legislation set as a goal for MeHI to accelerate the deployment of EHRs in all provider settings statewide, and to be networked through a statewide health information exchange by 2015.
The Director of the Massachusetts E-Health Institute is responsible for leading the Institute to achieve its goals and objectives as prescribed by the state statute an, “Act to Promote Cost Containment, Transparency and Efficiency in the Delivery of Quality Health Care,” signed by Governor Deval Patrick in August 2008. The Director works under the supervision of the MTC Chief Executive Officer and works in collaboration with the Secretary of Health and Human Services as well as the Health Information Technology (HIT) Council. The Director is responsible for ensuring that key public and private stakeholders from health care, public health, Health Information Technology, and other interested parties participate in the implementation of a statewide strategic plan for HIT adoption which includes clear goals, measurable objectives, priorities, and timelines to effectively and efficiently implement a system of interoperable, certified Electronic Health Records (EHRs) which can participate in a Health Information Exchange (HIE).
The Director will work collaboratively to develop and implement a detailed operational plan, including metrics, to advance the dissemination of health information technology across the state and identify responsible public and private parties responsible for the elements of the plan as needed. The Director is responsible for ensuring that the Commonwealth develops meaningful economic opportunities and an appropriate workforce in response to the final plan. In addition, the Director is responsible for ensuring that Massachusetts has a strong vision for the future role of HIT in advancing key objectives of the Commonwealth related to the transformation of the current health care system towards integrated systems of care and payment reform that reflects quality of care over quantity of care. This individual must possess strong operational and visionary capabilities to advance these efforts towards access, health care quality, safety, and efficiency and improving the health of Massachusetts residents. This position is based in the MTC Boston satellite office and requires frequent travel to the Westborough headquarters and around the state.
RESPONSIBILITIES:
Under the general supervision of the MTC Chief Executive Officer, and in close collaboration with the Secretary of Health and Human Services and the Health Information Technology Council, the Director will perform the following:
- Refine and further develop with stakeholders the roadmap to implement the statewide strategic plan to deliver on the priorities, goals, objectives, and timelines for effective and efficient adoption of interoperable EHRs and a health information exchange. In so doing, MeHI will work closely with the Secretary of Health and Human Services, the HIT Council, and the Massachusetts Legislature
- Plan, coordinate, and oversee the day-to-day, tactical decisions and plans for MeHI to accelerate the adoption of HIT and HIE within the context of the statewide strategic plan.
- Work with the Advisory Committee and other stakeholders to ensure that consumer education and outreach, privacy and security concerns, the business model and other major issues associated with the use of HIT are addressed as part of the planning process.
- Work with consumer stakeholders to determine how best to build in proconsumer EHR features that conform to state law (i.e., patient portal, audit trail, digital copies, information sequestration, opt-in consent) and are useful and meaningful to patients.
- Ensure that the plan for implementing health information exchange permits the accumulation of valuable clinical data and allows for the exchange of clinical and other data.
- Identify opportunities and partners to advance the HIT workforce and develop career tracks.
- Work with EOHHS and MassHealth to implement the strategic plan.
- Identify and support opportunities as well as develop an approach to advance HIT as an economic engine in Massachusetts.
- Manage and oversee federal and other grants and contracts.
- Direct the preparation of short-term and long-range budget plans together with the CFO of the Corporation based on established and approved goals and objectives.
- Direct, coordinate and oversee preparation of financial reports, records and analyses. Create metrics; review and interpret records and reports to ascertain extent to which goals are being attained.
- Establish and maintain effective communications regarding E-Health activities throughout the Division and within the Corporation.
- Assure the implementation of an effective communication plan that keeps providers and other key stakeholders throughout the state advised on matters affecting the interests and effects of implementation plans.
- Supervise staff who assist in the implementation of initiatives and policies.
- Identify, establish and foster effective working relationships with internal and external constituents, including board members, government officials, health care leaders, privacy experts, business groups and associations, federal officials, consumer advocates and others.
- Ensure an organizational atmosphere in which creative approaches to MeHI’s public purposes are developed and implemented.
- Meet regularly with executive staff and senior management team to ensure that operations are being executed in accordance with the Corporation’s current and long-range goals, objectives, plans and policies.
- Meet regularly with the MTC Board of Directors and the HIT Council to ensure they are informed of corporate activities, key events, challenges and accomplishments and to ensure that the Institute’s goals, objectives, plans and policies are reviewed and approved by the Board of Directors.
- Review the operating results regularly and systematically and report these results to the Chief Executive Officer. Promote continuous improvement efforts to ensure that MeHI operates efficiently and effectively. Ensure that the responsibilities, authorities, and accountability of all direct subordinates are defined and understood.
- Represent MeHI at speaking engagements, events, marketing programs and public functions around the Commonwealth.
- Manager personnel working in the Division which could include senior managers, administrative personnel, consultants, and other temporary staff.
- Perform additional duties as may be assigned from time to time by the CEO of MTC or her designee.
QUALIFICATIONS:
- Education
- Bachelor’s degree from an accredited college or university in science, health technology, health economics, health administration, or related field.
- Advanced degree preferred
- Experience(preferred)
- Ten or more years of experience in positions of increasing responsibility in related areas.
- Three or more years of management experience at the executive level with operational experience and a record of success in healthcare, health information technology or business.
- Demonstrated ability to work collaboratively and effectively with a wide variety of professionals.
- Experience leading a team.
- Experience in public policy.
